LEPS Preemployment Assessment Services
LEPS's preemployment psychological screening services are generally provided in the classic "face-to-face" testing and interview format with public safety applicants. In addition to these classic, post-offer, screening interview, LEPS also offers a bifurcated pre- and post-offer screening process. More recently, LEPS has also expanded to offering its screening services remotely via telehealth to meet client needs.
Classic (Post-Conditional Offer of Employment) Screening Service
This service is typically requested by agencies that have already completed a full background investigation and character review process of prospective applicants, and are ready to hire the applicant contingent only upon passing a medical and psychological examination. The Americans with Disabilities Act requires hiring agencies to give a Conditional Offer of Employment (COE) prior to asking the applicant to submit to this "medical" examination. Applicants complete 4-5 hours of psychological tests, questionnaires, and a 45-60 minute face-to-face interview with a LEPS psychologist.
Bifurcated, or Two-phase (Pre- and Post-Offer) Screening Services
LEPS offers a Two-Phase Psychological Screening Service, which is compliant with the Federal 9th Circuit Court ruling (Leonel v. American Airlines, 9th Cir., 2005) that has banned “medical screening” in advance of an employer extending a conditional offer of employment (COE). In the first phase, non-medical personal history and “normal range” personality traits are reviewed, giving the client agency a report of psychological suitability concerns that can be used to prioritize which applicants given a COE and are moved forward to the phase 2, post offer phase.
In the non-medical Phase 1 stage applicants complete 2-3 hours of psychological tests and questionnaires and a LEPS psychologist reviews this data and uses it to create a Suitability Assessment Rating (SAR) that client agencies use to narrow the applicant pool to those they intend to give a COE and move forward to the background investigations and other Phase 2 procedures. There is no face-to-face interview with a psychologist in Phase 1.
In Phase 2 of the bifurcated approach, after extending the Conditional Offer of Employment, applicants complete additional personal and psychological history questionnaires, (including such “medical” information as past drug/alcohol history and mental health treatment history) and psychological tests designed to determine applicant psychological stability (i.e. rule out mental disorders). Applicants complete 2-3 hours of psychological tests and questionnaires and a 45-60 minute face-to-face interview with a LEPS psychologist.
